I cannot pack my bags and walk to the shoreline of the North Atlantic Ocean, just a few feet from my door in Florida, and embark to live undersea in Aquatica. The population is, and has always been, zero. There is no place to go, no dwelling to go to and no fellow citizens of the great but empty empire. Fortunately, I have met people and been to places that are very close to this dream since 1972 when, as a college student at Oklahoma State University, I initiated my original plan, that I called the Omega Project, to build mankind’s first permanent undersea settlement.

These are the crudest types of undersea structures and there is some significant argument as to whether they should even be included in the definition of an undersea habitat at all. Their sole purpose is to create a dry space underwater to allow a construction or repair process to be worked upon in a dry environment. After the job, the cofferdam is disassembled or laid up until it is required for another task. I do not feel there is any justification for including cofferdams in the definition of a true undersea habitat since their design purpose was never ‘habitation’ per se, but providing a crude workspace, and they are not at all designed for ‘living’ undersea.

What we see from orbit is a whole planet nearly unoccupied. And what space is occupied is a two dimensional surface of some 57 million square miles, packed with billions of people sometimes fighting and dying over a few square miles of dried up, overused, abused land. Yet, just beyond all that conflict lies more than 321 million cubic miles of area with a population of zero! As of this writing, not a single human has ever claimed the vast undersea regions as their permanent dwelling place, ever.
