The state and institutions embarked on a project of assimilation that sought to transform the cultural identity of new immigrants but at the same time socially marginalized them, as many of the Mizrachi immigrants either were sent to settle the periphery and/or became manual laborers. The development towns in the periphery were built in the 1950s and (until the immigration from the FSU in the 1990s) the majority of the residents were Mizrachim, who suffered from the limited opportunities these towns afforded in terms of education and occupation.
Indexes of economic inequality began to resemble the distribution in other capitalist states. This cleavage, as mentioned before, is embedded in others and therefore, on its own, has little political salience. When class tensions and disturbances occurred in the 1950s and 1970s they were overshadowed by ethnic protest. While Jews are able to translate their educational achievements to higher status occupations, Arabs find it difficult to do so because of a lack of employment opportunities in Arab towns and villages and discrimination in the job market. Affirmative action initiatives in the past decade, in public services, have so far done little to change the underrepresentation of Arabs.
